The Mint struck it at San Francisco and sold it directly, in rolls and bags, so it will not turn up in change and every one that exists was bought by somebody who meant to keep it — 6,185,800 across the five designs of that year. That makes it something like 139 times scarcer than the Washington quarters of the same date that went into circulation, and cheap all the same, because the people holding them are the people who want them.
